Final Public Notice - Master Outfall Headwall

 FINAL PUBLIC NOTICE

The Federal Emergency Management Agency (FEMA) has received the subgrant application for City of Rockledge’s repair and replacement of a stormwater outfall headwall and wingwalls due to damages in Hurricane Irma (DR-4337-FL PW 02241).  Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for this project under the Public Assistance (PA) Program.

An initial disaster-wide Public Notice was published October 06, 2017 for Hurricane Irma.  Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project-specific final notice for FEMA’s funding action located within the floodplain.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions.  This action complies with the National Flood Insurance Program (NFIP) requirements.

Project Title(s):                             PA-04-FL-4337-PW-02241; PN 29913 - City Outfall/Head Wall  

Location of Proposed Work:     Rockledge Drive - Rockledge, FL (28.306310 -80.703615).

Floodplain:                                    Project is located in the AE Zone, per Brevard County FIRM Panel # 12009C0440G dated, 03/17/2014.

Proposed Work and Purpose:  The City of Rockledge made repairs to a stormwater outfall structure damaged as a result of Hurricane Irma. The subrecipient replaced 120 SF of storm water outfall headwall, which includes two 48 inch culverts, two 40 SF wing-walls, and 3 CY yards of unclassified fill material back to pre-disaster condition with some minor upgrades to current codes and standards in order to provide reliable stormwater control to the local community.

Project Alternatives:  The alternative that has been considered is the no action alternative. This alternative is not feasible as stormwater control structure provides flood control during storm events. With the no action alternative, continued negative impacts on health of the residents, and the community may be experienced due to the lack of effective stormwater control. Alternate locations were not considered as the facility is functionally dependent on its location.
