Notice is hereby given that the City of Rockledge will receive sealed proposals for the following:

The City of Rockledge Wastewater Treatment Department is currently soliciting sealed proposals for ongoing laboratory sampling and testing of its wastewater processes as required by the Florida Department of Environmental Protection. Testing may include field sampling, flow monitoring, measurement of water levels, laboratory analyses and report preparation for wastewater and reclaimed water. 

Typical analyses may include:

  1. Wastewater analyses for compliance with Florida Department of Environmental Protection (FDEP)
  2. Reuse analyses for compliance with Florida Department of Environmental Protection (FDEP)
  3. Sludge analyses for FDEP and landfill requirements
  4. Groundwater analyses for compliance with Florida Department of Environmental Protection (FDEP)

QUESTIONS/INQUIRIES: The City will accept inquiries/questions regarding the contents of the proposal package until ten (10) days prior to the established submittal deadline. Only questions answered by formal written addenda will be binding. Formal addenda will be issued no later than seven (7) days prior to the submittal deadline. Oral and other interpretations or clarifications will be without legal effect and shall not be relied upon by proposers in submitting their proposals.

Qualifications:
A. The laboratory shall be certified by the State of Florida for all analyses as noted on the attached list, utilizing the test methods required by FDEP, EPA or other regulatory agencies, as noted in the FDEP permit for wastewater.
B. The laboratory shall have a Quality Assurance/Quality Control Plan and Program as approved by FDEP.
C. The laboratory shall submit all reports to the City by the 15th of the following month and shall report all permit violations within 24 hours of discovery.
